Constitution exam questions with answers are the fastest way to see what the official Constitution basics exam really asks. Below are 20 original questions in the exact exam format: three options, one correct.
Each answer cites the article it rests on and gives the key Lithuanian term in brackets, because the real exam is in Lithuanian only.
Exam format and the 14 out of 20 pass mark
The official Constitution basics exam (Konstitucijos pagrindų egzaminas) is a written test of 20 questions. Every question has three options (a, b, c), only one correct. Questions come from all chapters of the Constitution under the NŠA programme, and no reference materials are allowed.
You pass with at least 14 correct answers out of 20, which is 70 percent. Six mistakes are allowed; the seventh means a retake with a new registration and fee. Deadlines and documents are in the full exam guide.

Answer: a – Article 2: the State of Lithuania is created by the Nation (Tauta) and sovereignty (suverenitetas) belongs to the Nation.
Question 2
How many citizens with the right to vote can demand a referendum?
- a) At least 50,000
- b) At least 300,000
- c) At least 20,000
Answer: b – Article 9: a referendum (referendumas) is called if at least 300,000 citizens (300 tūkstančių piliečių) demand it. 50,000 is the draft-law threshold (Article 68), 20,000 the signatures for a presidential candidate (Article 79).

What language is the exam in?
Lithuanian only, with no dictionaries. If you study in English, also learn the Lithuanian terms: Seimas, Respublikos Prezidentas, Vyriausybė, Konstitucinis Teismas, savivaldybė.
Where do I register, and what does it cost?
Register through the Migration Department's MIGRIS system at migracija.lt at least 15 calendar days before the exam. The fee in NŠA's candidate leaflet is 21 euros; check the current amount on the portal.
