Other acts of the Seimas and the Statute of the Seimas are signed by the Speaker of the Seimas; they come into force on the day after publication unless the act itself provides otherwise.
When the Seimas passes a tax change, it only takes effect once the President has signed and officially promulgated it, and the law often names a later date, such as the start of the next year, so that residents and businesses can prepare.
Remember who signs laws (the President) and who signs other Seimas acts and the Statute of the Seimas (the Speaker). Other acts come into force on the day after publication.
