Article 69: Adoption of Laws

“Laws shall be adopted at the Seimas according to the procedure established by law. Laws shall be deemed adopted if the majority of the Members of the Seimas participating in the sitting vote in favour thereof. Constitutional laws of the Republic of Lithuania shall be adopted if more than half of all the Members of the Seimas vote in favour thereof, and they shall be altered by not less than a 3/5 majority vote of all the Members of the Seimas. The Seimas shall establish the list of constitutional laws by a 3/5 majority vote of the Members of the Seimas. The provisions of laws of the Republic of Lithuania may also be adopted by referendum.”

Practical Example

To pass an ordinary law it is enough that a majority of the Members present vote in favour, so attendance matters. Altering a constitutional law needs at least 3/5 of all Members, which requires broader agreement between factions.

Distinguish three majorities: an ordinary law needs a majority of those present, a constitutional law is adopted by more than half of all Members and altered by at least 3/5 of all Members. The Constitution itself is amended differently (Article 148).
