Citizens may move freely, choose their place of residence in Lithuania and leave Lithuania freely. These rights may be restricted only by law and only for the security of the State, the protection of people's health or the administration of justice. Citizens may not be prohibited from returning to Lithuania, and everyone who is Lithuanian may settle in Lithuania.
A Lithuanian citizen can move from Vilnius to Klaipėda without asking anyone's permission, go abroad to work and come back at any time; the State cannot bar its own citizen from returning to the country.
